Jeff Leader currently serves as China Trade and Investment Advisor to members of the United States Congress and the California State Legislature. He is also the Foreign Affairs Liaison for California State Treasurer Fiona Ma, including service as Liaison for APEC 2023 and the Treasurer's meeting with Chinese President Xi Jinping.
Mr. Leader’s private practice focuses on technology transfer, asset acquisition, and market entry activities that simultaneously support Chinese and U.S. government policy objectives. He has been engaged to facilitate multiple U.S.-China technology transfer, merger, and cross-border market-entry projects, with a focus on China state owned enterprises.
His client portfolio includes U.S. defense contractors and aerospace companies, clean energy, environmental remediation, healthcare, water contaminant destruction, biotechnology, large-scale property development (PRC), and advanced communications interests, including: Aerojet-Rocketdyne, Boeing, Allergan Pharma, Solar Power, Inc., OptiStreams, Yunhong CTI / Biotech, BronzeLink (HK), Global-IT, Beijing Tech Investment Group, N.A. Railway Group (MOR, PRC), Sunshine Kaidi Energy (PRC), the Russian Academy of Sciences (Moscow), the China Development Bank (PRC), and others.
Specific activities have included coalition and business development support for Chinese companies preparing for US technology acquisitions with exposure to the Committee on Foreign Investment in the United States (CFIUS), mitigation of US state Public Utility Commission regulatory findings, and other legislative, commercial and regulatory threats to client objectives.
Mr. Leader is frequently called upon to serve other entities within the U.S. federal and California state governments on China-specific matters including senior personnel within the U.S. Department of State, the U.S. Department of Commerce, the U.S. Department of Homeland Security, and other federal and California state departments. He has also participated in the CPAFFC – US State Legislative Leaders Foundation US-China Subnational Forum in 2016, 2017, 2018, and 2019.
He has also served and cooperated with various Chinese Ministries and senior officials, the Republic of Latvia, the Russian Federation, and other foreign governments on strategic coalition building with U.S. governmental and private sector entities, and on other non-commercial matters. Mr. Leader was privileged to also serve as Chief Liaison to the Chinese Government for California Gov. Arnold Schwarzenegger.
Mr. Leader also serves as member of the Board of Directors for the California State Friendship Committee, a 501(c)(3) nonprofit corporation that facilitates cooperation between California’s federal and state elected officials and their international colleagues, and on the event committee for the California Investment Forum.
